Governor Murphy Signs Key Legislation into Law, Vetoes Others

Governor Murphy signs three bills into law, conditionally vetoes 3, absolute vetoes 1.

May 15, 2023 – In a significant day for legislative action, Governor Phil Murphy signed several bills into law, while conditionally vetoing others and absolutely vetoing one.

Among the bills signed into law were S-2081/A-3147, sponsored by Senators Greenstein and Sacco, and Assembly members DeAngelo, McKnight, and Murphy. This law focuses on the investigation of missing persons cases, an essential issue for public safety.

Also receiving Governor Murphy's approval was S-2463/A-4820, sponsored by Senators Smith and Zwicker, and Assembly members Egan and McKnight. The law mandates school districts to provide instruction on the prevention of Lyme Disease and other tick-borne diseases from kindergarten through grade 12. Additionally, it requires the Department of Health (DOH) to publish guidelines concerning ticks.

The third bill to gain approval, S-3349/A-5327, sponsored by Senators Sarlo and Cryan, and Assembly member Calabrese, requires the payment of tuition for certain non-resident public school students.

However, not all bills received the Governor's approval. Governor Murphy conditionally vetoed S-916/A-3966, which aimed to establish a trail signage program for alcohol manufacturers in New Jersey. 

The second conditional veto was applied to S-3090/A-4498, which would have provided retirement allowances after 20 years of service, irrespective of age, for members of the Police and Firemen's Retirement System (PFRS). 

The third bill to receive a conditional veto was A-4889/S-3363, which sought to remove the requirement for certain government officers to disclose the address of their home or secondary residence, or that of their immediate family, on financial disclosure statements.

The Governor's absolute veto was applied to A-4035/S-3577, a bill that would have required gubernatorial appointment of the State Agriculture.
