Morris Township, NJ – Morris Township has rolled out its Housing Rehabilitation Program, targeting homeowners in need of major and minor home improvements. This initiative is an offshoot of the Affordable Housing Trust Fund Program and was established to offer financial support to eligible township residents.

About the Program:  The Housing Rehabilitation Program aspires to provide significant and minor refurbishments to homes, ensuring they remain safe and comfortable for residents.

Eligibility Criteria:

  • Residency in Morris Township.
  • Ownership of the house, which must also be the primary place of residence.
  • Adherence to state guidelines concerning the annual GROSS income for household members.
  • Income Limits for Housing Rehabilitation:
    • family of one $64,507
    • family of two $73,723,
    • family of three $82,938,
    • family of four $92,154,
    • family of five $99,526,
    • family of six $106,898,
    • family of seven $114,270 and
    • family of eight $121,643.

Documentation Needs:
Prospective participants are required to furnish comprehensive documentation detailing their income. Key documents include:

  • Federal and State Income Tax Returns from the previous year for all family members.
  • Recent pay stubs and confirmation of gross annual income from employers.
  • Statements of Social Security, Disability, Welfare, Unemployment, and other forms of assistance.
  • Copies of Alimony, Child Support, and Divorce agreements.
  • Information about other assets, such as interest and dividends from CDs, stocks, bonds, etc.
  • Documentation regarding all other sources of income.
  • Current year homeowner's insurance policy.
  • Recorded property deed, and details of mortgages, equity loans, or credit lines on the property.
  • Proof of paid property taxes.

Covered Repairs: Major Improvements:

  • Roof, heating system, plumbing, and electrical system upgrades.
  • Weatherization, structural damage repair, and handicap facilities.
  • Stove replacements (only if a safety concern exists).

Minor Improvements:

  • Minor painting, masonry, gutters, drywall, fixtures, and basic carpentry work.

Excluded Repairs:
The program doesn't fund cosmetic enhancements like custom painting or luxury fixtures, purchase of non-mandatory appliances, land purchase, landscaping, or the construction of retention walls.

Program Benefits:
The initiative extends support up to $25,000 based on the Program Building Inspector's assessment. Those eligible will receive a 100% property rehabilitation Deferred Loan. A lien will be placed on the property for ten years. If property ownership changes or it gets rented within this timeframe, the Morris Township Administration must be informed, and repayment is due within 30 days.

Application Process:
