Amid Controversy, Morristown Medical Center Proposes Extensive Campus Development in what could be "biggest redevelopment project in the history of Morristown"

MORRISTOWN, NJ — The proposed expansion of Morristown Medical Center, characterized as the "biggest redevelopment project in the history of Morristown," has recently encountered significant municipal and public scrutiny. Mayor Timothy Dougherty and the Town Council have postponed the initially scheduled public engagement sessions to thoroughly review a comprehensive 200-page traffic study and address unresolved issues surrounding the project's impact.

Mayor Timothy Dougherty in a statement said, "while working to vet their proposal, it became clear that more time was needed before we could comfortably agree to bring this project to the public as many questions remain unanswered. For example, the 200-page traffic study was received by the Town only this morning. We believe it would be irresponsible to move forward with the public engagement process without ensuring that all information has been reviewed by our professionals and available to the public to ensure that they have a complete picture."

Atlantic Health's ambitious proposal aims to nearly double the size of its existing facilities at Morristown Medical Center, introducing a sprawling development that includes an 11-story hospital tower, a six-floor parking deck, and several additional buildings across the hospital's 30-acre campus. The projected expansion, intended to span two decades, could significantly enhance the hospital’s capacity and services, positioning it as a top-tier medical institution in New Jersey. The need for transparency has been a central theme throughout the discussions. The exclusion of Council President Sandi Mayer and Vice President Nathan Umbriac from the deliberations, due to proximity conflicts, has sparked controversy and allegations of insufficient representation for the most affected residents.

Council members have also voiced concerns over the potential for 'spot zoning' and the need for a uniform approach to the zoning changes required for such an extensive project. "Approving an 11-story building on a property zoned for five stories would be spot zoning," noted Councilman Stefan Armington, highlighting the legal and ethical challenges posed by the project's scale relative to existing zoning laws.

The expansion plan includes constructing new medical facilities and upgrading existing structures to accommodate the growing healthcare needs of the community.
