New Bipartisan Bill Allows Public School Students in Grades 6-12 One Excused Absence Annually for Civic Events
Governor Phil Murphy signed a bipartisan bill, S2304/A1271, on January 16, 2024. This new legislation, receiving cross-party support, enables public school students from grades 6 through 12 to take one state-excused absence each school year to attend a civic event.
These events, which must be affiliated with a government body, community-based organization, or nonprofit, are required to include a service-learning component and address public issues or concerns. The Murphy Administration's commitment to expanding civic engagement is further evidenced by the recent passing of the New Voter Empowerment Act, allowing 17-year-olds to participate in primary elections if they turn 18 by the general election.
To utilize this excused absence, parents or guardians must submit a signed notice and appropriate documentation verifying the event's eligibility five school days in advance. School districts retain the discretion to grant additional excused absences for similar activities.
The bill was sponsored by Senators Vin Gopal and James Beach, along with Assemblymembers Ellen Park, Sterley Stanley, and Kevin Rooney.
