NJDOL Announces $8.6 Million in Grants to Foster Apprenticeships and Promote Diversity in Construction

The New Jersey Department of Labor and Workforce Development (NJDOL) has made a significant move to enhance the workforce diversity and inclusivity in the state. NJDOL is awarding more than $8.6 million in grant funding via three key initiatives: the Growing Apprenticeship In Nontraditional Sectors (GAINS), Pre-Apprenticeship in Career Education (PACE), and New Jersey Builders Utilization Initiative for Labor Diversity (NJBUILD) Women and Minorities in Construction grant programs. These programs aim to broaden apprenticeship opportunities throughout the state, with a focus on training opportunities for minorities and women in construction and related trades.

Since Governor Murphy took office in January 2018, the state has invested an impressive $50 million through grant programs to create and foster work-based learning, pre-apprenticeship, and apprenticeship programs across the state. This has led to the creation of 582 new Registered Apprenticeship programs and onboarding of 14,676 new apprentices. New Jersey currently boasts 8,361 active apprentices serving in 1,193 programs.

Governor Murphy emphasized the essential role apprenticeships play in cultivating a skilled workforce and empowering individuals with the necessary skills for secure, rewarding employment. He noted that the grant programs enable the development of apprenticeships that offer invaluable opportunities to underserved individuals, a move that not only strengthens the state but also promotes fairness.

Labor Commissioner Robert Asaro-Angelo echoed Governor Murphy’s sentiments, underscoring the efficacy of the apprenticeship programs. He stressed that these programs are beneficial to both employers, by providing a steady stream of skilled workers, and employees, by imparting valuable skills that promote sustainable careers and incomes.

Key Programs and Their Impact

GAINS

The GAINS program, which aims to expand USDOL-approved Registered Apprenticeship programs to support better-paying careers and advanced credential attainment, has been awarded a total of $1.9 million. This funding is expected to facilitate 169 new apprentices in diverse occupations such as electrician, roofer, cybersecurity analyst, and more.

The GAINS program has significantly improved opportunities for women and people of color. More than two-thirds of the participants are women or minorities, doubling the average among all apprenticeship programs in the state. Women account for a staggering 67 percent of GAINS apprentices, which is seven times the statewide average of female apprentices when Governor Murphy assumed office.

PACE

The PACE program, aimed at preparing participants for a Registered Apprenticeship or an occupation-specific career training program, is being granted over $2.1 million. These funds are intended to place 242 apprentices in various occupations, including clinical medical assistant, operating engineer, and advanced manufacturing, among others. The PACE program aims to overcome economic barriers to upskilling by providing funding that offsets related costs, such as childcare and transportation.

NJBUILD

The NJBUILD Women and Minorities in Construction program, aimed at promoting outreach and occupational skills training for women and minorities, is being granted just above $4.5 million. This funding will facilitate the onboarding of 352 apprentices in diverse fields such as HVAC, telecommunications, construction management, and more.

NJBUILD was created to help women and minorities gain workforce readiness and skills to enter a union apprenticeship or a job in construction-related fields with a pay rate of at least $15 per hour. It also supports public works contractors, businesses, and trade unions in meeting their workforce needs by providing reimbursement of wages and related costs.

As New Jersey invests heavily in the creation and expansion of apprenticeship opportunities, it also underscores its commitment to fostering a diverse and inclusive workforce. Through these programs, the state is transforming itself into an 'Opportunity State,' equipping individuals from all backgrounds with the necessary skills and knowledge to navigate the professional world and contribute effectively to the state's economy.
