Morris County Prosecutor Robert J. Carroll Honored as 'Prosecutor of the Year' by NJNEOA

At the annual NJNEOA awards, Morris County's Prosecutor and Sheriff receive significant recognition for their relentless fight against addiction & drug-related crimes

Morris County Prosecutor Robert J. Carroll has been distinguished as 'Prosecutor of the Year' by the New Jersey Narcotics Enforcement Officers Association (NJNEOA). The accolade was awarded at NJNEOA’s annual luncheon, held at the Caesar’s Hotel in Atlantic City on Thursday, June 15, 2023.

The award ceremony was part of the 2023 Narcotics Training Conference, which took place from June 12 through June 16. This yearly event included informative seminars on topics such as undercover operations, combating the stigma around cannabis use disorder, and briefings on cartel and gang trends.

NJNEOA, boasting more than 2,000 members, is an organization dedicated to fostering cooperation in drug abuse enforcement. Members include individuals from various sectors such as federal, state, county and municipal law enforcement, private industry, education, and government.

Further recognition was granted to the Morris County Prosecutor’s Office Special Enforcement Unit for an operation that led to the apprehension of individuals on drug distribution charges, along with the seizure of over 300 grams of cocaine, $14,000 in U.S. currency, and drug distribution materials.

Morris County Sheriff James M. Gannon was additionally celebrated, receiving the 'Sheriff of the Year' award.

During his term overseeing the Morris County Prosecutor’s Office, Prosecutor Carroll has prioritized renewing and enhancing relationships with municipal law enforcement partners. These strengthened ties have enabled the Special Enforcement Unit to equip its Narcotics Task Force with dedicated officers from local police departments. These officers have been trained to investigate for-profit drug distributors, skills that they bring back to their respective agencies.

Comprehending the multi-dimensional nature of investigations, Prosecutor Carroll has invested in the maintenance and upgrading of technology and infrastructure. This investment extends to staff training and retention and the acquisition of new tools, culminating in state-of-the-art equipment and capable personnel.

Furthermore, Prosecutor Carroll acknowledges the importance of community access to Narcan, an essential tool in battling the opioid epidemic plaguing the community.

Under Carroll's leadership, the Narcotics Task Force (NTF) aims to investigate fentanyl and heroin distributors and provide resources to prosecute fatal overdoses and strict liability cases when deemed appropriate. During his tenure, several defendants have been charged with strict liability for a drug-induced death.

I am deeply honored and humbled to receive this most prestigious award, especially from the NJNEOA," said Prosecutor Carroll. "Successful prosecutions are made through dedicated men and women working tirelessly and diligently to make the cases that need to be made. I accept this award for all those members of my office, for those serving in our Morris County Narcotics Task Force, the Morris County Sheriff's Office and Sheriff James Gannon and for all Morris County law enforcement, and indeed for all of you who have dedicated your careers to relentlessly fighting the scourge of illegal drugs and the related crimes they spawn in our nation.”
