Morris County Prosecutor Robert J. Carroll, Morris County Chief of Detectives Robert McNally, and Boonton Township Chief of Police Thomas Cacciabeve have announced the arrest of Justin N. Emker, 19, from Butler, NJ, in connection with allegedly filming adult females in a bathroom stall.

Justin N. Emker, age 19, has been arrested and charged with three counts of third-degree Invasion of Privacy, as per N.J.S.A. 2C:14-9b(1). The charges relate to alleged filming in a bathroom stall at the Rockaway Valley Aerodrome (RVA) Fields in Boonton.
When and Where:
On July 22, 2023, Boonton Township police officers were alerted by a concerned citizen at the RVA Fields. Emker was located inside one of the women's bathroom stalls, where three videos were found on his phone, allegedly depicting adult females' intimate parts.
Why and How:
The arrest was made after a citizen reported suspicious activity in the restroom facilities. Officers responded, leading to the discovery of the videos on Emker's cellular phone. The defendant was arrested on July 22, 2023, and subsequently released with pretrial conditions including monitoring, restrictions from returning to the RVA Fields, and limited cellular phone usage.
Court Appearance and Investigation:
Emker is scheduled to appear in court on September 6, 2023, and the investigation remains ongoing. The Boonton Twp. Police Department and the Morris County Prosecutor's Office Sex Crimes / Child Endangerment Unit are collaborating in this effort.
