New Jersey Strengthens Reproductive Health Access: Expands Access to Hormonal Contraceptives
Governor Murphy and State Officials Champion Accessible Hormonal Contraceptives and Reproductive Freedom
NEW JERSEY – New Jersey takes decisive steps towards bolstering women's reproductive health rights, led by the spirited efforts of Governor Phil Murphy and state officials. Within the last year, the State has significantly advanced in ensuring reproductive freedoms, contrasting starkly with other states where such rights face mounting challenges.
Governor Murphy emphasized New Jersey's commitment, stating, “New Jersey is a state that continues to stand for the fundamental right to make one’s own reproductive choices.” He assured the state's unwavering support for reproductive freedoms, even as other states attempt to limit them.
Lieutenant Governor Tahesha Way echoed these sentiments, forecasting a 2024 where New Jersey women can purchase contraceptives without prescriptions. First Lady Tammy Murphy also reiterated the state's dedication to promoting reproductive rights, aiming to enhance health equity and ease contraceptive access.
Recent rule proposals by the State Board of Medical Examiners (BME) and the Board of Pharmacy (BOP) promise to streamline access to reproductive health services for both residents and visitors. Following the October 11 anticipated BME vote, a joint rule will permit pharmacists to provide self-administered hormonal contraceptives without a prescription, ensuring they are well-trained and can offer adequate counseling. This will become operational in 2024.
The BME had earlier proposed a framework allowing Certified Nurse Midwives and Certified Midwives to conduct first trimester abortions, expanding the available service providers.
Addressing potential surges in demand due to other states' restrictions, the Governor and Legislature earmarked funds in the Fiscal Year 2024 budget to bolster reproductive health care providers. This includes over $30 million for family planning and additional funds for security upgrades and facility enhancement.
Acting Health Commissioner Dr. Kaitlan Baston praised the state's leadership in reducing barriers to hormonal contraceptives, emphasizing the protection of individual rights and enhancement of reproductive health access.
Highlighting New Jersey’s commitment, Governor Murphy also initiated a Reproductive Freedom Alliance with other states, ensuring continued support for reproductive rights.
These initiatives build on previous efforts, such as the Freedom of Reproductive Choice Act of 2022. Other steps include protections for reproductive health care providers, the creation of a 'Reproductive Rights Strike Force', and funding for the “New Jersey Reproductive Training and Education Initiative.”
Numerous legislators lauded these measures. Senator Turner highlighted the importance of removing barriers to contraceptives. Assemblywoman Angela McKnight praised the state's dedication to reproductive care. Assemblyman Raj Mukherji emphasized New Jersey's strong stance against diminishing rights.
Jackie Cornell, Executive Director of Planned Parenthood Action Fund of New Jersey, praised the state's efforts, describing New Jersey as a "beacon of hope" in challenging times for reproductive rights.
