New Jersey Winter Termination Program Shields Residents from Utility Shut-offs

NJ Department of Community Affairs Launches Initiative to Protect Vulnerable Households from November 15 to March 15.

MORRISTOWN, NJ - In a significant move to assist residents facing financial hardships, the NJ Department of Community Affairs has announced the Winter Termination Program. 

This initiative aims to prevent the shut-off of essential utilities such as electric, sewer, and water services during the coldest months, spanning from November 15 to March 15.

Eligibility for this protective measure extends to those currently benefiting from various assistance programs, including the Federal Home Energy Assistance Program (HEAP), Temporary Assistance to Needy Families (TANF), Federal Supplemental Security Income (SSI), Pharmaceutical Assistance to the Aged and Disabled (PAAD), General Assistance (GA) benefits, Universal Service Fund (USF), Low-income Household Water Assistance Program, and the Lifeline Credit Program

Additionally, residents facing unavoidable financial strain due to unemployment, illness, medical expenses, or the recent loss of an immediate family member are also eligible.

To avail of this protection, eligible residents must inform their utility company of their situation. While payment of bills is still encouraged to the extent possible, the program ensures that utilities will not be terminated for these residents during the protection period. 

Customers have the option of completing a Self-Certification form to notify their utility company of their eligibility. However, this form is not mandatory for protection under the Winter Termination Program. Verbal communication with the utility company is sufficient to secure these rights.
