Man Indicted on Federal Child Exploitation Charges Involving Interstate Transport

Authorities allege the defendant transported a minor from Pennsylvania to New Jersey and possessed child sexual abuse material.

A Philadelphia County man has been charged with multiple federal child exploitation offenses, following an investigation that involved the Federal Bureau of Investigation and several local police departments in Pennsylvania and New Jersey.

Bobbyjean Orak, 30, of Philadelphia, Pennsylvania, was arraigned Thursday before U.S. Magistrate Judge Matthew J. Skahill in Camden federal court. A five-count federal indictment alleges Orak engaged in the transportation of a minor with the intent to commit sexual activity, interstate travel with intent to engage in a sexual act with a minor, enticement of a minor, production of child pornography, and possession of child pornography. The charges are filed under various provisions of Title 18 of the United States Code.

According to court documents, investigators allege that beginning in or around October 2022, Orak, then 27 years old, used interstate communications to entice a minor, identified as “Victim-1,” into sexual activity, including the production of child sexual abuse material (CSAM). On or about July 13, 2024, prosecutors say Orak transported the victim from Pennsylvania to New Jersey for the purpose of engaging in sexual activity. The minor was located and recovered by law enforcement in Atlantic County in August 2024.

A search of Orak’s cellphone and online accounts allegedly uncovered substantial amounts of CSAM, including material involving Victim-1 and other minors.

If convicted, Orak faces penalties ranging from mandatory minimum prison sentences of 10 to 15 years on certain counts to a maximum possible life sentence. Each offense carries potential fines of up to $250,000, along with restitution and other assessments.

The case was investigated by the FBI’s Philadelphia Field Office with assistance from the Philadelphia, Galloway Township, Evesham, Delran, Waterford Township, and Winslow Township Police Departments. Assistant U.S. Attorney Matt Belgiovine of the Criminal Division in Trenton is prosecuting the case.

This prosecution falls under Project Safe Childhood, a nationwide Department of Justice initiative launched in 2006 to combat child sexual exploitation through coordinated federal, state, and local law enforcement efforts.

The indictment contains allegations only, and Orak is presumed innocent unless and until proven guilty in a court of law.
