ANCHOR 2025 Property Tax Relief Rolls Out for 1 Million New Jersey Residents

Automatic payments begin September 15; updated application rules affect seniors and disability recipients

New Jersey has launched the 2025 season of its ANCHOR property tax relief program, with automatic benefits set to be distributed to approximately one million residents. While most will receive payments without needing to reapply, important rule changes affect seniors and others who must now submit additional documentation.

NEW JERSEY — The New Jersey Department of the Treasury has begun issuing ANCHOR benefit confirmation letters to approximately 1 million residents, signaling the start of the 2025 ANCHOR property tax relief season. Automatic payments will begin September 15, with benefits ranging from $450 to $1,750, depending on income and whether the resident is a renter or homeowner.

Since its inception, ANCHOR has provided meaningful relief for homeowners and renters across the state,” said State Treasurer Elizabeth Maher Muoio. “It’s a straightforward program with a direct benefit, and we want to help ensure that every eligible resident takes advantage of it.”

The Affordable New Jersey Communities for Homeowners and Renters (ANCHOR) program delivered $2.1 billion in tax relief to 1.8 million people in 2024. For 2025, the majority of past participants will not need to reapply — their eligibility will be confirmed automatically unless they need to update personal information.

However, the Division of Taxation has introduced several key changes:

  • ID/PIN numbers will no longer be mailed. Instead, applicants must verify their identity online through ID.me.

  • Seniors (age 65+) and residents on Social Security disability must now submit a Property Tax Relief Application (Form PAS-1) themselves — either online or by mail. These applications will not be auto-filed even for prior-year recipients.

The application deadline is October 31, 2025. Eligible residents who must apply can do so at anchor.nj.gov. Those requiring changes to direct deposit details, address, or payment method (e.g., paper check) must also submit a new application by September 15 to ensure prompt processing.

Payments will be issued on a rolling basis beginning September 15. Most beneficiaries will receive funds within 90 days of filing, barring the need for additional information.

Residents can check benefit status, access the PAS-1 form, and find in-person assistance options at nj.gov/treasury/taxation. Support is also available via phone at 609-826-4282 or 1-888-238-1233, with a callback service now available to reduce wait times.

Additionally, Regional Information Centers and public filing events are available for in-person support; a full schedule is posted online.

The ANCHOR program is one of New Jersey’s largest direct tax relief initiatives and is aimed at helping residents reduce the financial burden of housing costs through targeted support tied to property taxes.
