Warren County Man Charged with Possession of Child Sexual Abuse Material

Marc Panchenko, previously convicted of similar offense, found with over 600 videos and 12,000 images, including explicit material involving minors

WARREN COUNTY — A Washington Township man in Warren County has been charged with possession of child sexual abuse material (CSAM) following his recent release from federal custody, U.S. Attorney Alina Habba announced.

Marc Panchenko, 53, was charged in a one-count federal complaint and made his initial appearance before U.S. Magistrate Judge Rukhsanah L. Singh in Trenton federal court. He has been ordered detained pending further proceedings.

According to court documents and statements made in court, Panchenko had been under supervised release following a prior federal conviction for a similar offense. As a condition of his release in November 2023, authorities installed monitoring software on his cell phone to detect the presence of CSAM.

On March 3, 2025, the software flagged the existence of illicit content, prompting further examination of the device. Investigators discovered more than 600 videos and over 12,000 digital images, many of which reportedly depict prepubescent minors engaged in sexually explicit conduct. The review is ongoing.

Due to his prior conviction, Panchenko faces a mandatory minimum of 10 years in prison if convicted, with a statutory maximum penalty of up to 20 years. He also faces a fine of up to $250,000.

The investigation was led by the FBI’s Child Exploitation and Human Trafficking Task Force – Newark Office, under Acting Special Agent in Charge Terence G. Reilly. The Washington Township Police Department and the Warren County Prosecutor’s Office also contributed to the case.

Assistant U.S. Attorney Sammi Malek of the Criminal Division in Newark is prosecuting the case.

As in all criminal cases, the charge is an accusation, and the defendant is presumed innocent unless and until proven guilty in a court of law.
