NJ Drivers Could Lose Vehicle Registration Over Unpaid Tolls Under New State Rule

NEW JERSEY - The New Jersey Department of Transportation (NJDOT) has announced a specially adopted and concurrently proposed rule to strengthen enforcement of unpaid electronic tolls, including E-ZPass violations. The proposal, published in the June 16, 2025 edition of the New Jersey Register, outlines new standards under N.J.A.C. 16:3 and introduces both an amnesty period and permanent penalties.

The new rule establishes a one-time, 180-day Amnesty Program aimed at giving motorists the opportunity to resolve outstanding toll obligations before stricter measures are enacted. Following the conclusion of the amnesty period, the regulation enables the suspension of motor vehicle registrations for individuals who fail to pay tolls, associated fees, and penalties.

These enforcement actions will apply to obligations owed not only to New Jersey tolling authorities but also to certain interstate and out-of-state toll entities that are part of a designated network.

Public feedback on the rule is encouraged and may be submitted through NJDOT’s online comment form until the deadline of August 15, 2025. All submitted comments are considered public records and can be reviewed by appointment during the department’s business hours.
