Five Alleged Associates of Bounty Hunter Bloods Indicted in Federal Racketeering Conspiracy

Federal charges link Somerset and Middlesex County men to murders, drug trafficking, and gun crimes as part of a violent gang operation in Central New Jersey.

Five men from Somerset and Middlesex counties have been indicted on federal racketeering and related charges tied to their alleged affiliation with the Bounty Hunter Bloods street gang. The superseding indictment, announced by U.S. Attorney Alina Habba, accuses the individuals of participating in a racketeering conspiracy involving multiple murders, narcotics distribution, firearms trafficking, and fraud.

The defendants—Carl Napier (a/k/a “Smash”), Hamir Wright (a/k/a “Lil Smash”), Alexis Tejada, Jihad Bibbs Sr., and Jamie Archer-Monroe (a/k/a “Raziq”)—are charged under the Racketeer Influenced and Corrupt Organizations (RICO) Act. The indictment alleges that Napier and Wright operated within subsets of the Bounty Hunter Bloods in the neighborhoods known as “Parkside” in Somerset and “The Ville” in New Brunswick.

According to federal authorities, Napier and Wright were involved in a fatal shooting on March 12, 2024, in New Brunswick. The incident allegedly stemmed from a dispute with rival gang members over narcotics distribution and resulted in the death of one individual and injury to another.

In addition to the March shooting, all five defendants are accused of engaging in a pattern of violent activity and criminal enterprise, including assaults, narcotics trafficking, and illegal firearms transactions, all carried out for the benefit of their gang affiliations. The criminal conduct allegedly spanned various locations in and around New Brunswick and Franklin Township, contributing to regional gang violence and endangering community safety.

The case is the result of a coordinated investigation led by the FBI, with support from the U.S. Attorney’s Office, the Middlesex and Somerset County Prosecutors’ Offices, and multiple municipal police departments including those in New Brunswick and Franklin Township. This operation is part of “Operation Take Back America,” a nationwide Department of Justice initiative focused on dismantling transnational criminal organizations and combating violent crime.

By freeing these communities from those who allegedly distribute drugs, firearms, and use violence as a means of coercion, the FBI continues its mission to combat violent crime,” said Acting Special Agent in Charge Stefanie Roddy.

Tejada and Archer-Monroe were recently arrested and made initial appearances in federal court in Newark. Napier and Bibbs remain in federal custody on related charges, while Wright is currently held on unrelated state charges and will be transferred to federal court at a later date.

The prosecution is being handled by Assistant U.S. Attorneys Kendall Randolph and Sean Nadel of the District of New Jersey’s Organized Crime and Gangs Unit and its Organized Crime and Drug Enforcement Task Force Unit.

These federal charges mark a significant development in ongoing efforts to address gang-related violence and organized crime in Central New Jersey. The defendants are presumed innocent until proven guilty.
