Murphy Grants Clemency to 148 on Final Day of Administration

Total of 455 pardons and commutations during Murphy’s tenure marks the most by any New Jersey administration in three decades

TRENTON — Governor Phil Murphy announced the seventh and final round of clemency actions during his administration, granting 51 commutations and 97 pardons to individuals with past criminal convictions in New Jersey. The latest round brings the total number of clemency actions during Murphy’s tenure to 455, surpassing the combined total of all previous state administrations over the past 30 years.

The announcement marks the culmination of a multi-year effort by the Murphy Administration to expand opportunities for rehabilitation and reentry through executive clemency, a legal mechanism that allows governors to reduce sentences or forgive convictions in cases where individuals have demonstrated rehabilitation.

“Each pardon and commutation represents a story of accountability, growth, and redemption,” Murphy stated in his announcement. “By offering second chances to individuals who have demonstrated rehabilitation and a commitment to their communities, we have strengthened not only individual lives, but our entire state.”

The clemency actions stem from Executive Order No. 362, which Governor Murphy signed in June 2024 to establish New Jersey’s first-ever Clemency Advisory Board. The Board was tasked with reviewing applications and recommending clemency in cases meeting criteria such as evidence of rehabilitation, non-violent histories, or mitigating factors such as domestic violence or excessive sentencing. Since its formation, the board has reviewed over 4,500 applications.

Clemency in this final round includes:

• 97 pardons, relieving individuals of legal consequences from past convictions.

• 51 commutations, which shorten prison or parole terms. Several recipients will be released from custody and placed under parole supervision.

• Five commutations of parole sentences and one commutation of a driver’s license suspension.

• Four individuals will be deported after release, in accordance with federal immigration enforcement laws.

The list of individuals granted clemency includes those convicted of a wide range of offenses — from non-violent drug and property crimes to serious charges including robbery, weapons offenses, and in some cases, murder. The commutations often come with supervised parole periods of up to 10 years.

Murphy’s clemency initiative is part of a broader criminal justice reform agenda that included restoring voting rights to people on parole and probation, banning criminal history inquiries on housing applications, and creating a petition-based expungement process through the “clean slate” law. Most recently, Executive Order No. 411 expanded jury service eligibility to more than 350,000 New Jersey residents with past criminal convictions.

With the conclusion of this clemency effort, Murphy leaves office having overseen one of the most expansive second-chance initiatives in New Jersey’s history, reflecting a national shift in how states are approaching criminal justice reform, rehabilitation, and reintegration.

5. Johnson, Andrew E.: Seven counts of aggravated assault, two counts of robbery, two counts of conspiracy to commit robbery, criminal mischief, theft, three counts of possession of a weapon for an unlawful purpose, and three counts of unlawful possession of a weapon, sentenced in 2016; theft, sentenced in 2016. Mr. Johnson will be released from prison in 2029 and will be on a period of parole supervision for five years.
22. Lawrence, Daniel: Murder, possession of a weapon for an unlawful purpose, and unlawful possession of a weapon, sentenced in 2017. Mr. Lawrence will be released from prison in 2039 and will be on a period of parole supervision for five years.
23. Lindsey, Briann: Manslaughter, sentenced in 2018. Ms. Lindsey will be immediately released from prison and will be on a period of parole supervision for five years.
24. MaQbool, Tariq: Felony murder, three counts of murder, two counts of kidnapping, robbery, possession of a weapon for an unlawful purpose, and unlawful possession of a weapon, sentenced in 2005. Mr. MaQbool will be parole eligible in 2032, max-out from prison in 2047, and will be on a period of parole supervision for five years.
25. Marrero, Victor: Murder, conspiracy, felony murder, two counts of tampering with evidence, hindering, two counts of possession of a weapon for an unlawful purpose, and two counts of unlawful possession of a weapon, sentenced in 2009. Mr. Marrero will be immediately released from prison and will be on a period of parole supervision for five years.
26. Mazurczyk, Margaret: Manslaughter, sentenced in 2019. Ms. Mazurczyk will be immediately released from prison and will be on a period of parole supervision for five years.
27. McBride, Keith: Felony murder, robbery, conspiracy, disturbing human remains, two counts of hindering, possession of a weapon for an unlawful purpose, and unlawful possession of a weapon, sentenced in 2010. Mr. McBride will be released from prison in 2038 and will be on a period of parole supervision for five years.
28. Mitchell, Michael: Robbery, sentenced in 2004; robbery, two counts of conspiracy, four counts of theft, and possession of a weapon for an unlawful purpose, sentenced in 2016; robbery, sentenced in 2014. Mr. Mitchell will max-out from prison in 2038 and will be on a period of parole supervision for five years.
29. Montalvo, Maria: Two counts of murder, two counts of felony murder, and arson, sentenced in 1997. Ms. Montalvo will become immediately parole eligible.
30. Moon, David: Murder, possession of a weapon for an unlawful purpose, and unlawful possession of a weapon, sentenced in 2007. Mr. Moon will be immediately released from prison and will be on a period of parole supervision for five years.
31. Pena, Dariel: Manslaughter, sentenced in 2016. Mr. Pena will be immediately released from prison and will be on a period of parole supervision for five years.
32. Peoples, Anthony: Murder, felony murder, four counts of robbery, possession of a weapon for an unlawful purpose, and unlawful possession of a weapon, sentenced in 1998. He will be released from prison in 2028 and will be on a period of parole supervision for five years. Mr. Peoples will be immediately released from prison and will be on a period of parole supervision for five years.
33. Ramos, Luis: Murder, two counts of aggravated assault, possession of a weapon for an unlawful purpose, and unlawful possession of a weapon, sentenced in 2008. Mr. Ramos will be released from prison in 2031 and will be on a period of parole supervision for five years.
34. Rose, Robert: Conspiracy, three counts of murder, and possession of a weapon for an unlawful purpose, sentenced in 1983. Mr. Rose will be immediately released from prison and will be on a period of parole supervision for five years.
35. Salaam, Abdul-Haqq: Robbery, sentenced in 1986; robbery and possession of a weapon for an unlawful purpose, sentenced in 1997. Mr. Salaam will be immediately released from prison and will be on a period of parole supervision for five years.
36. Sayers, Gary: Five counts of robbery, conspiracy to commit robbery, five counts of aggravated assault, five counts of restraint, burglary, three counts of possession of a weapon for an unlawful purpose, three counts of unlawful possession of a weapon, and certain persons not to possess a weapon, sentenced in 2008; certain persons not to possess a weapon, sentenced in 2009. Mr. Sayers will be immediately released from prison and will be on a period of parole supervision for five years.
37. Shabazz, Omari: Three counts of robbery, four counts of possession of a weapon for an unlawful purpose, and two counts of unlawful possession of a weapon, sentenced in 1995; robbery and possession with intent to distribute a controlled dangerous substance, sentenced in 1996; robbery, possession of a weapon for an unlawful purpose, and unlawful possession of a weapon, sentenced in 1996; robbery, possession of a weapon for an unlawful purpose, and unlawful possession of a weapon, sentenced in 1997. Mr. Shabazz will be immediately released from prison and will be on a period of parole supervision for five years.
38. Smith, Jama: Possession of a controlled dangerous substance, possession with intent to distribute a controlled dangerous substance, possession with intent to distribute a controlled dangerous substance within a school zone, resisting arrest, possession of a weapon during a crime involving a controlled dangerous substance, possession of a prohibited weapon, possession of a weapon for an unlawful purpose, unlawful possession of a weapon, and certain persons not to possess a weapon, sentenced in 2004; murder, conspiracy to commit murder, possession of a weapon for an unlawful purpose, unlawful possession of a weapon, and certain persons not to possess a weapon, sentenced in 2006. Mr. Smith will be immediately released from prison and will be on a period of parole supervision for five years.
39. Terrero, Germania: Murder, felony murder, aggravated manslaughter, conspiracy to commit robbery, two counts of conspiracy to commit burglary, theft, and possession of a weapon for an unlawful purpose, sentenced in 2011. Mrs. Terrero will be released from prison and deported due to her immigration status.
40. Waathiq, Mujahid: Murder, robbery, and burglary, sentenced in 1990. Mr. Waathiq will be immediately released from prison and will be on a period of parole supervision for five years.
41. Walker, Rashid: Unlawful taking by means of conveyance and resisting arrest, sentenced in 2001; possession of a controlled dangerous substance, sentenced in 2005; felony murder, murder, robbery, receiving stolen property, possession of a controlled dangerous substance, possession of a weapon for an unlawful purpose, unlawful possession of a weapon, and certain persons not to possess a weapon, sentenced in 2004. Mr. Walker will be immediately released from prison and will be on a period of parole supervision for five years.
42. Al-Mujahid/Walker, Shem: Felony murder, reckless manslaughter, conspiracy to commit robbery, and unlawful possession of a weapon, sentenced in 2006. Mr. Al-Mujahid/Walker will be released from prison and deported due to his immigration status.
43. White, Natasha: Murder, two counts of death by auto, causing death while driving, simple assault, criminal mischief, and possession of a weapon for an unlawful purpose, sentenced in 2008. Ms. White will be released from prison in 2028 and will be on a period of parole supervision for five years.
44. Williams, Wali: Murder and unlawful possession of a weapon, sentenced in 1990. Mr. Williams will be immediately released from prison and will be on a period of parole supervision for five years.
45. Wise, Jerod: Murder, sentenced in 2011. Mr. Wise will be parole eligible in 2029, will max-out from prison in 2044, and will be on a period of parole supervision for five years.

Upon release from New Jersey Department of Corrections custody, four of the individuals whose sentences were commuted will be deported due to their immigration status, per federal law. 

The following individuals were granted commutations of their parole sentences by Governor Murphy:

1. Allah, Wise: Robbery, sentenced in 1992; unlawful possession of a weapon, sentenced in 1992; two counts of robbery and two counts of conspiracy sentenced in 1992; burglary, sentenced in 1993; attempted theft, sentenced in 1993.
2. Muslim, Ali: Murder, robbery, possession of a weapon for an unlawful purpose, and unlawful possession of a weapon, sentenced in 1986.
3. Rutherford, Jay: Criminal attempt to commit murder, sentenced in 1995; felony murder, murder, robbery, possession of a weapon for an unlawful purpose, and unlawful possession of a weapon, sentenced in 1995.
4. Scott, Lawrence: Murder, conspiracy to commit theft by deception, forgery, sentenced in 1985.
5. Wiley, Brenda: Two counts of murder and possession of a weapon for an unlawful purpose, sentenced in 1992.

The following individual has been granted a commutation from his driver’s license suspension:

1. Forstik, Thomas: Driving while under the influence (six counts), sentenced in 2004, 2005, and 2007.
